In St. Paul, they collect the various recyclables - paper, glass, aluminum, etc. - except they will not collect plastic from multi-family units (apartments, condos, whathaveyou). Nobody can get an answer as to why they wouldn't take it, considering the amount of milk Peter and I go through a week.
